The Spirit of Growth Report Presents the Guidelines of the UCSEdu Project for University Education in South Ostrobothnia

The report Spirit of growth – University Consortium of Seinäjoki as a driver of regional educational advancement, published in February of 2026, is a compilation of the key findings and initiatives undertaken by UCSEdu project of University Consortium of Seinäjoki to strengthen higher education in the South Ostrobothnia region.

The report considers the educational needs of the region and the experiences of the universities with new forms of educational provisions. Based on the findings, the report also reviews the models created during the project and provides recommendations for future development. The aim is to provide a framework to decrease the gap in the university-level education in the region and to build a more sustainable and multidisciplinary foundation for higher education. University education strengthens the region’s appeal, expertise, and vitality. An increase in higher education opportunities will not only support the needs of the workforce, but also bring students, jobs, and collaboration network to the region. 

The report analyses the challenges of regional university education, examining the region’s lower educational attainment level and the shortage of skilled professionals, which in turn also affects the region’s vitality. Measures have been taken to remedy the situation by University of Applied Sciences in Seinäjoki and by University Consortium of Seinäjoki. University of Applied Sciences in Seinäjoki has implemented steps to make higher education more accessible and the University Consortium of Seinäjoki has substantially expanded their educational offerings. All the university units in the region have started offering both degree programs and opportunities for continuing education. According to the principles of the UCSEdu project, university education in Seinäjoki should also align regional needs and workforce demands. Consequently, workforce relevance is one of the most significant characteristics of the education offered in Seinäjoki. The report also emphasizes the importance of long-term funding and stable cooperation structures. 

The project examines universities’ experience of expanding educational provisions to Seinäjoki. The programmes operate with different approaches, revealing insights such as the effectiveness but high cost of multilocation delivery for adult learners, the difficulties international students face in integrating into the labour market and their need for stronger language support, and the importance of strong administration and student services. Building on top of these insights, the report presents UCSEdu’s new educational initiatives. A new funding model for regional university education developed in the project is one way to broaden the funding base for university education and, through that, the opportunities for university-level education. Other operational models developed in the project include GradUCSi thesis supervision support, the UCSAlumni network, and an education portfolio that brings together the university center’s educational offerings, priorities, and long-term operational model.

The UCSEdu project demonstrates that South Ostrobothnia is committed to strengthening higher education and meeting the region’s growing need for expertise. The operational models developed provide a concrete direction that will enable the region to build a more sustainable, attractive, and multidisciplinary university education environment. 

Overall, the measures implemented under the UCSEdu project have significantly and sustainably transformed the operating environment of the University Consortium of Seinäjoki. The project established permanent structures, strengthened the quality and diversity of education, and developed new services for students and alumni. At the same time, cooperation between the universities’ main campuses, regional collaborators, and key stakeholders became closer and more systematic. These stakeholders are now more strongly committed to collaboration, creating a solid foundation for long-term, goal-oriented development. 

As a result of the UCSEdu project, the University Consortium of Seinäjoki’s role as a driver of expertise and higher education in South Ostrobothnia is now clearer and more stable, and the region is now better positioned to expand its higher education provision in the coming years.
